BREAKING: Major Cities Excluded from Canada’s New TR to PR Pathway 2026

Canada’s immigration system is shifting again—and this latest update could change the future of thousands of temporary residents.

On April 18, 2026, Immigration Minister Lena Metlege Diab confirmed that Canada’s newest Temporary Resident to Permanent Resident (TR to PR) pathway will exclude all Census Metropolitan Areas (CMAs). This means workers living in major cities such as Toronto, Vancouver, Montreal, and Winnipeg may not qualify under this new federal pathway.

What Is a CMA and Why Does It Matter?

A Census Metropolitan Area (CMA) is defined by Statistics Canada as an urban area with a population of at least 100,000.

By excluding CMAs, the Canadian government is clearly prioritizing rural and smaller communities to support economic development and labour shortages outside major cities.

Key Details of Canada’s 2026–2027 TR to PR Pathway

This appears to be a one-time federal immigration measure with limited spots available.

Program Highlights:
  • Quota: Only 33,000 spots will be available across 2026 and 2027.
  • Target Applicants: Temporary foreign workers already living and working in Canada.
  • Priority Sectors: Likely healthcare, skilled trades, transportation, hospitality, and other labour-shortage occupations.
  • Rural Focus: Designed specifically for workers employed outside major urban centres.
Lessons from the 2021 TR to PR Program

Canada previously launched a similar TR to PR pathway in 2021, and many streams reached their caps within hours or days.

Even though the 2026 version focuses on rural applicants, demand is expected to be extremely high.

To improve your chances, prepare your documents now:

1. Language Test Results

Make sure your IELTS or CELPIP results are valid and meet minimum requirements, likely CLB 4 or CLB 5 depending on the stream.

2. Employment Proof

Prepare:

  • T4 slips
  • Pay stubs
  • Employment letters
  • Job duties matching your NOC code
3. Educational Credential Assessment (ECA)

If your education is from outside Canada, keep your ECA updated and ready.

What If You Work in Winnipeg, Toronto, or Vancouver?

If you’re currently working in a CMA like Winnipeg, don’t panic.

You may still qualify through other immigration programs such as:

Provincial Nominee Programs (PNP)

Many provinces still value urban work experience and may nominate skilled workers through targeted streams.

Strategic Rural Relocation

Moving to a rural employer in provinces like Manitoba, Nova Scotia, or Saskatchewan may improve your PR opportunities.

Express Entry / Canadian Experience Class

If your CRS score is competitive, this may still be one of the fastest ways to get PR.
