Big changes are coming to the Temporary Foreign Worker Program (TFWP). On March 13, 2026, the federal government announced significant measures to help rural communities tackle persistent labor shortages.

The 15% Cap Increase: A New Opportunity
For the past two years, most employers were restricted to hiring only 10% of their workforce through the TFWP low-wage stream. Starting April 1, 2026, rural employers in participating provinces will be able to:
- Increase their low-wage foreign workforce to 15% (up from the previous 10% limit).
- Maintain current staffing levels more easily to meet local market needs.
This measure is designed specifically for smaller or less populated regions where finding local talent is often more difficult than in cities like Winnipeg or Toronto.
Key Highlights of the 2026 Measure
- Duration: These temporary measures will remain in effect from April 1, 2026, to March 31, 2027.
- Regional Participation: This applies only to rural employers in provinces and territories that opt into the program.
- Sector Exemptions: High-demand sectors like Healthcare, Construction, and Food Processing continue to benefit from an even higher 20% cap.
- The 6% Rule: The moratorium on low-wage TFWP processing still applies in regions with an unemployment rate higher than 6%.
Updated Wage Thresholds for 2026
To qualify for the low-wage stream, the offered wage must be below the provincial median. For those looking at Manitoba, the new threshold is $30.16 CAD per hour. If you are applying in Alberta or Ontario, that threshold jumps to $36.00 CAD per hour.
