Canada is redefining its immigration priorities in 2026 by focusing on individuals who are already contributing to local communities and strengthening regional economies. On May 4, 2026, the Honourable Lena Metlege Diab announced a significant expansion of the In-Canada Workers Initiative, a fast-track pathway designed to speed up Permanent Residency (PR) approvals for eligible workers.
This one-time immigration measure aims to transition approximately 33,000 temporary residents to Canadian Permanent Residency by 2027, with a strong focus on individuals living and working in smaller towns, rural regions, and underserved communities.
Who Is Eligible for the Fast-Track PR Program?Immigration, Refugees and Citizenship Canada (IRCC) will prioritize candidates already in its system. You may qualify for this accelerated PR pathway if you:
- Have an active Permanent Residency application under programs such as Provincial Nominee Program (PNP), Atlantic Immigration Program, Agri-Food Pilot, Home Child Care Provider or Home Support Worker Pilots, or Rural and Northern Immigration Pilot (or similar regional streams)
- Have been living and working in a rural or smaller Canadian community for at least two years
Why This Immigration Update Is ImportantThis initiative reflects Canada’s growing need to retain skilled workers in regions facing labor shortages. Instead of long processing delays, priority is being given to applicants who are already integrated into Canadian society and contributing to essential industries.
Key sectors benefiting from this policy include healthcare services, agriculture and food production, skilled trades and construction, and community and essential local services.
By prioritizing in-country workers, Canada aims to strengthen regional economies while offering a faster, more stable pathway to Permanent Residency.
